North Korea has initiated large-scale manufacturing of attack drones, a capability built on military intelligence and components provided by Russia. The expansion of Pyongyang's unmanned systems fleet coincides with continued upgrades to its ballistic missile program, driven by a reciprocal exchange of technology for personnel and weapons.

The shift in military posturing became visible in early October when North Korea tested a tactical ballistic missile designed to carry a nuclear warhead. South Korean and Japanese analysts calculated the missile traveled approximately 700 kilometers, although Pyongyang claimed a range of 1,000 kilometers. In a rare immediate countermeasure, Seoul conducted its first test-fire of a hypersonic ballistic missile five days later. President Lee Jae Myung observed the launch, a move analysts linked to growing concern over the speed of North Korean technological progress.

Analyst Anton Ponomarenko stated that access to Russian deployment data and feedback has allowed Pyongyang to enhance the accuracy and maneuverability of its weapons. He described the resulting threat to South Korea as more substantial. Russia has also assisted in the construction of North Korea's drone production facilities, leveraging lessons from drone warfare observed in Ukraine and the Middle East.

During a military drill last month, North Korean forces staged a combined attack where a drone swarm targeted an island while cruise and ballistic missiles struck from multiple directions simultaneously. This tactic illustrates the evolving strategy that defense experts believe will require costly redesigns of air defense systems in South Korea and among its allies.

The current production surge follows earlier reports of the bilateral partnership. In September, Bloomberg reported that up to 25,000 North Korean citizens are working at Russian military plants, including facilities in Alabuga, Tatarstan, to produce military drones. A North Korean missile unit, equipped for 120 ballistic missiles and six launchers, has also begun deploying in western Russia to support operations against Ukraine.

Recent exchanges between the two nations include a Russian request in August for KN-30 ballistic missiles. In June 2026, Pyongyang announced tests of a modernized 240mm multiple-launch rocket system, a tactical ballistic missile, and a 155mm long-range artillery shell. These developments underscore the deepening military integration that has accelerated since Russia launched its full-scale invasion of Ukraine.
